In the case of minors, mother or father, and in the case of a married person, in the absence of a mother or father or husband or wife, any person who takes care of such minor or married person shall be a guardian in relation to the debenture of such minor or married person. On the recommendation of the relevant local body, the district administration office can make arrangements for such a person to be a guardian based on a letter certifying that he/she is the guardian of such a minor or adult.
